Abstract: Temasek Holdings has cross control to the two biggest cellular compaines in Indonesia namely, PT Telkomsel and PT Indosat. This research takes primary data from data archieves and analyzes through flow stages analysis model. The goal is to describe Temasek cross control actions and the impacts that are close to monopoly, and also to describe how govemment can act to face this problem with KKPU. The research found that the cross ownership makes Indonesian cellular customers profit lost. Physically, customers have excessive cellular service cost and the govemment has income loss. On the oder side, customers have loss in the rights to choose the product or service. As for this bag case, KKPU determines that Temasek has illegal ownership and break the law paragraph 27a rights number 5, 1999 about business competition. The concusion is the comprehensive laws to protect consumers not only related to the product and service quality, but also to the business policy from the company (policy on policy) and create clear compass for company and careful principal in govemment privatization program.
