Abstract: Women's small businesses are moving well laid to the root of grass in the field of catering business or household-scale food industry around Lake Tondano is quite a lot, with excellent traditional food products that taste good enough, making people like to consume, but unfortunately the dish that is produced is monotonous, and not explore all Toulour Minahasa traditional foods, and showed less new innovations in terms of performance, composition / recipe / how to cook, how meals and even how to eat traditional foods Toulour Minahasa. On this basis, the development of empowerment models of typical traditional food business Toulour Minahasa women's network in the form of catering and food industry-class households is urgently needed.
